Records of the Special Operations Executive



The National Archives holds records of the SOE which was formed from a number of undercover bodies established shortly before the outbreak of war in September 1939 to examine the possibilities for sabotage, subversion and propaganda. Section D of the Special Intelligence Service was created in 1938 to undertake subversion and propaganda in the event of war with Germany.


Initially SOE was subjected to many attacks from 'competitors' on the nature of its activities and the amateurishness of its operations. One of the bitterest disputes was with the Ministry of Information after June 1940. The propaganda wing of the SOE was finally lost to the Political Warfare Executive, a Foreign Office body, in August 1941. SOE worked most closely with the War Office, the Foreign Office and the military command of the theatre in which operations were carried out.


The records are held in the HS Class Lists which are arranged by geographical area.

HS 2 Scandinavia 1936 to 1946
HS 3 Africa and the Middle East 1938 to 1969
HS 4 Eastern Europe 1938 to 1949
HS 5 The Balkans 1938 to 1971
HS 6 Western Europe 1936 to 1971
HS 7 Histories and War Diaries 1939 to 1971
HS 8 Headquarters Records 1935 to 1971


Some of these Class Lists are shown in the National Archives catalogue as holding material up to as late as 1992, but the "30-year rule" will prevent anything after 1977 being available to the public (in 2007).
